HH Application Froms

Hi Everyone, I am an incoming analyst at a mid-tier BB and have linkedin outreaches from HH's to fill out their application forms for recruiting already. Some of them are asking for references and staffer infos but I don't feel comfortable sharing any references before even starting out my job. What are your recommendations on these applications, should I leave those references blank and submit the form without it? or should I just wait and not submit until I feel confident to have some good references in the job.
Also another separate question, if you plan to recruit on-cycle, are you still able to recruit off-cycle if you don't land any offers that you like to pursue?
