No return offer due to headcount…what to do? (but the company seems to be hiring non-class full-time analyst though)

I did an internship in ER at a BB in APAC this summer and the Head of Research arranged a call with me (two weeks later since I finished the internship). 

During the call, he said that my performance throughout the internship and my final presentation were highly appreciated, but because of headcount issues, they were deliberating for a while and ultimately decided not to extend an offer to me at the moment. He told me that in the past, they were able to convert two interns to full-time, but this year they could only do one. He also said he would reach out to me in case the situation has changed or an opportunity opens up. 

Meanwhile, I came across a job post on LinkedIn from this BB looking to hire full-time ER at analyst level. When I clicked onto it which then loaded to the company’s careers page, it looks like the opportunity was posted in mid August. While that opportunity was within the experienced hire section rather and student/recent grad, it doesn’t have any specific requirements (i.e., minimum X years of experience in ER, CFA preferred, etc.) 

But in the description it does say:” The range of relevant work history includes practical work experience in an analytical role within a research or business development team in a corporate or relevant sector analysis experience from an accounting, consulting, investment banking or investment management background.” 

I’m thinking to write a thank-you follow-up to HR and cc’ed the recruiting team (shared address including some senior analysts that have a say and the Head). I’ve technically graduated from my university and can actually work right away. Does it help anyway to mention in my thank-you follow-up that I’m able to work right away in an attempt to appeal as an ad-hoc hire? Or no, headcount constraints for new grads are what they meant to be...?

Finally, any advice on what I should do after this disappointing news? I’m potentially applying for London/Hong Kong/Singapore/Tokyo offices. How is not receiving a return offer like this hurting my interviews for other full-time roles?
