I have 2 friends who worked at 2 different BBs this summer (1 in banking, 1 in sales and trading) and they both told me that, surprisingly, the banks they worked at never asked for an official transcript. I would imagine, though, that banks would probably be more careful in checking transcripts when you sign with them for full time. Since both of these people signed with their respective banks for full time, I would imagine that their transcripts would eventually be checked when the formal pre-employment background check is done.
So, 1 strategy I see if you want to lie about your GPA is to find out from friends who interned at banks last summer which banks didn't check their transcripts. Bump it up to about 3.7/3.8 (you might as well bump it up this high..since it will guarantee you interviews and anyway if the bank does check your transcript and discovers that you bumped it up at all (even .5), you're going to get fired. But, since you (how to save a life) said you were an engineer on a previous topic, I wouldn't bump it up past 3.85 since that is very high for engineering and you do not want to arouse suspicion.). Then, summer at a bank that doesn't check transcripts. Get a full time offer from them, and go back and recruit for other banks but leave your GPA off your resume since it's sub-3.0 (or just put your real GPA on your resume if it's above 3.0 by that time). You'll definately get other interviews with the BB experience on your resume, and if you get an offer to return from the place you summered at, you shouldn't have too much trouble getting another offer at another place for full-time. Go to the other bank for full time, and assuming they check your transcript, you're fine since you didn't lie when applying to that bank.
Now, granted, this isn't ethical. But if you really are unqualified for the position (as HR seems to think a low GPA indicates), that will be evident during your internship and you won't get an offer to return anyway. And anyway, there will be people in your summer program with really shitty GPAs from non-target schools but they're black or hispanic, so just think of this strategy as your own "affirmative action." :)
